This [http://islab.isr.ist.utl.pt/htdocs/2ndISlabWorkshop_files/PauloAlvito.pdf paper] (pdf) is an overview of RCS. Has good citations.

RCS is from NIST (U.S. Gov.). J.S. Albus is the prime mover-n-shaker.

The local FRY's has (had recently) a book on RCS.
